Arnor:900 rangers of the Dunidian: 2,100 other men who live in the area
Dol Goldur: 2,000
Angmar:29,000
Dol Amroth: 9,000
Lonely Mountain: 12,000
Grey Havens: 13,000

I'm getting confused. Are there forces of Grey Havens? Now my character is in Grey Havens. Need I ask Cirdan for permission to join the army or lead his troops?

O i dont have the grey havens up there. I'm sorry. Yeah they have men but Cirdan does not rule there Fingondfin does. I will fix the post above

I would like to raise the issue that Rivendell is an underpowered country considering it being one of the most formidable elven lands in middle earth aside from Mirkwood. I think an additional 2-5 thousand seems fair.

Yeah after the first war against sauron many of the elves of rivendell left for the grey havens and many died in the war. but i will give you another 1,000
